Kenya Faces 5.4 Million-Bag Maize Shortfall as Drought Hits 2026 Harvest

Kenya is facing a projected maize shortfall of about 5.4 million 90-kilogram bags by the end of September 2026, as adverse weather and lower-than-expected production tighten supplies of the country's most important staple crop.

The projected deficit, equivalent to about 486,000 tonnes, was announced by Agriculture Cabinet Secretary Mutahi Kagwe as the government moved to secure additional maize supplies and protect consumers from further price pressure.

The immediate problem began with an uneven rainfall pattern across major maize-growing regions. Early rains encouraged farmers to plant sooner than expected but were followed by a prolonged dry spell during critical stages of crop establishment and flowering. The damage was compounded by delays in distributing subsidised fertiliser during the main planting window.

The North Rift, one of Kenya's major grain-producing regions, has been particularly affected. Farmers in areas including Uasin Gishu and Trans Nzoia have reported significant crop damage, raising concerns about how much maize will reach the market from the 2026 harvest.

The pressure is already showing in prices. Kenya's National Bureau of Statistics data showed that lose maize averaged about KSh71.24 ($0.55) per kilogram in July, its highest level since November 2023. Rising grain prices are particularly important for households because maize flour is the basis of ugali, one of Kenya's main staple foods.

The government initially announced plans to import one million 90-kg bags of maize to replenish strategic reserves. That quantity, however, would cover less than one-fifth of the 5.4 million-bag shortfall projected for September.

Kenya subsequently announced a much larger intervention. On August 19, the government said it would facilitate imports of up to 25 million 90-kg bags to bridge the wider national food-supply gap created by the poor harvest. Officials said the country consumes about 75 million bags annually, while current domestic production could fall to between 34 million and 42 million bags.

The government is also considering yellow-maize imports specifically to ease competition between animal-feed manufacturers and millers producing maize flour for human consumption. The intention is to direct more imported yellow maize toward the feed industry, leaving white maize supplies available for household consumption.

The supply squeeze highlights Kenya's continued dependence on rain-fed agriculture. The government has pointed to expanded irrigation as a longer-term response, arguing that greater reliance on irrigated production could reduce the impact of unpredictable weather on staple crops. It is also promoting irrigation projects such as Galana Kulalu alongside broader agricultural investment measures.

For farmers, however, the immediate concern extends beyond this year's harvest. A failed crop can leave producers who borrowed money for seed, fertiliser and other inputs without enough income to repay those loans or finance the next planting season. That creates the risk of the current production shock affecting the following agricultural cycle as well.

Kenya's maize challenge therefore goes beyond a temporary shortage. The country is confronting the combination of climate volatility, high dependence on rain-fed farming, rising demand and input-delivery weaknesses that can quickly turn a poor season into a national food-security problem.

Kenya's 5.4 million-bag September deficit is a warning about the vulnerability of a food system built heavily around one staple and rain-fed production. Imports can close an immediate supply gap, but they cannot remove the underlying risk. The longer-term solution will require more reliable irrigation, better timing of farm inputs, stronger climate resilience, and a production system capable of absorbing bad seasons without immediately pushing food prices higher.
